The problem of identity in discussing about the "state" in Indonesia has been in a cross road, especially if it talks about the origin of the Indonesian public administration. During the periods of pre-independence and post independence; is it a local genius or some thing adopted from abroad, or such a hybird of these two? The author tries to change the way we think by using a historical and a comparative perspective.

By making a comparative distinction between the issue of norms and forms the book has developed a dialectical logic between the historical dimension of public administration, the state of formation , local politics, as well as the idea of progress in the search of political identity in Indonesia. As the discourse of modernization has reached Indonesia in the context of globalization, the book touched a sensitive issue of modernization in the western sense.

Modernization is a westernization done by local authorities but demands of western staets (USA, Europe) oe economical institutions (changing from VOC to IGGI, CGI, IMF, World Bank, etc). The author has rejected the idea of positivism in history that modernizatioan in the field of the public administration should lead to progress. At least what he believed right in the Indonesia, or as a Southeast Asian case.
